prop291: Change MOAR to MORE
Some of us understands that "MOAR" is a funny word that means MORE++ but unfortunately, not everyone can get that reference especially when you don't speak English as your first language. Closes #25758 Signed-off-by: David Goulet <dgoulet@torproject.org>
