config: add msglist-scroll-offset
Add the [ui].msglist-scroll-offset option in aerc.conf to set the scroll
offset in number of lines from the top and bottom of the message list.
Changelog-added: Add `[ui].msglist-scroll-offset` option to set a
scroll offset for the message list.
