  o Major feature (denial of service):
    - Extend DoS protection to partially opened channels and known relays.
      Because re-entry is not allowed anymore, we can apply DoS protections onto
      known IP namely relays. Fixes bug 40821; bugfix on 0.3.5.1-alpha.
