The vet flag either accepts a list of vets to run, or a distinguished
value, off, to disable vet during test. By default only 100% reliable
checks are run, thus there is no way to run all vets. This change adds
another distinguished value, all, that runs every vet, by passing no
flags.
During development it was discovered that parsing of the -vet flag value
is problematic, in that it accepts deprecated flags like -all. The root
cause is detailed in #47309, but for now passing distinguished values
(all, off) and anything else returns an error.

This change adds the outline of the implementation of the workspace mode.
The go command will now locate go.work files, and read them to determine
which modules are in the workspace. It will then put those modules in
the root of the workspace when building the build list. It supports
building, running, testing, and listing in workspaces. There are still
many TODOs for undone work and other changes to fix certain cases. Some
of these undone parts include: replaces and go.work.sum files, as well
as go mod {test,why,verify}, excludes in workspaces, updating work files
to include module names in comments and setting the GOWORK variable.

If the go command is executed on Linux in a deleted directory,
it fails. This behavior is reasonable for commands which depend on
the CWD, but it's unexpected for commands like `go version`.
This change delays initialization of a global CWD variable.

benchmarks
This CL adds a new flag to the testing package and the go test command
which randomizes the execution order for tests and benchmarks.
This can be useful for identifying unwanted dependencies
between test or benchmark functions.
The flag is off by default. If `-shuffle` is set to `on` then the system
clock will be used as the seed value. If `-shuffle` is set to an integer
N, then N will be used as the seed value. In both cases, the seed will
be reported for failed runs so that they can reproduced later on.

PackageOpts is a new struct type accepted by package loading
functions. It initially has two fields: IgnoreImports, and
ModResolveTests. Previously, these were global variables set by
clients. We'll add more to this in the future.

Add -benchtime to the list of flags that allow caching test results.
If -benchtime is set without -bench, no benchmarks are run. The cache
does not need to be invalidated in this case.
If -benchtime is set with -bench, benchmarks are run. The cache is
invalidated due to the -bench flag in this case.

Otherwise, the added test would fail in an unnecessary way:
go build example.com/cov/onlytest: no non-test Go files ...
The test script is mimicking other cover_pkgall_*.txt scripts, so it
similarly tests both GOPATH and module modes.

Introduces a wrapper around os/exec, internal/execabs, for use in
all commands. This wrapper prevents exec.LookPath and exec.Command from
running executables in the current directory.
All imports of os/exec in non-test files in cmd/ are replaced with
imports of internal/execabs.
This issue was reported by RyotaK.

Replaced load.PackagesForBuild with a new function,
load.CheckPackageErrors. Callers should now call PackagesAndErrors,
then CheckPackageErrors for the same functionality.
Removed load.Packages. Callers should call base.Errorf and filter the
package list as needed.
This gives callers more flexibility in handling package load errors.

os.ReadDir is a replacement for ioutil.ReadDir that returns
a slice of fs.DirEntry instead of fs.FileInfo, meaning it is the
more efficient form.
This CL updates call sites throughout the Go source tree
wherever possible. As usual, code built using the Go 1.4
bootstrap toolchain is not included. There is also a use in
go/build that appears in the public API and can't be changed,
at least not without additional changes.

As part of #42026, these helpers from io/ioutil were moved to os.
(ioutil.TempFile and TempDir became os.CreateTemp and MkdirTemp.)
Update the Go tree to use the preferred names.
As usual, code compiled with the Go 1.4 bootstrap toolchain
and code vendored from other sources is excluded.
ReadDir changes are in a separate CL, because they are not a
simple search and replace.

This change replaces ImportPaths, ImportPathsQuiet, LoadALL, and
LoadVendor with a single LoadPackages function, with a LoadOpts struct
that more clearly documents the variations in behavior.
It also eliminates the cmd/go/internal/load.ImportPaths function,
which was undocumented and had only one call site (within its own
package).
The modload.LoadTests global variable is subsumed by a field in the
new LoadOpts struct, and is no longer needed for callers that invoke
LoadPackages directly. It has been (temporarily) replaced with a
similar global variable, load.ModResolveTests, which can itself be
converted to an explicit, local argument.

This change does context propagation (and only context propagation)
necessary to add context to modfetch.Download and pkg.LoadImport.
This was done by adding context to their callers, and then
adding context to all call-sites, and then repeating adding
context to callers of those enclosing functions and their
callers until none were left. In some cases the call graph expansion
was pruned by using context.TODOs.
The next CL will add a span to Download. I kept it out of this
change to avoid making it any larger (and harder to review)
than it needs to be.

If we are parsing a test output, and the test does not end in the
usual PASS or FAIL line (say, because it panicked), then we need the
exit status of the test binary in order to determine whether the test
passed or failed. If we don't have that status available, we shouldn't
guess arbitrarily — instead, we should omit the final "pass" or "fail"
action entirely.
(In practice, we nearly always DO have the final status, such as when
running 'go test' or 'go tool test2json some.exe'.)

Action.Func is now a func(*Builder, context.Context, *Action), so that
contexts can be propagated into the action funcs. While context
is traditionally the first parameter of a function, it's the second
parameter of Action.Func's type to continue to allow for methods
on Builder to be used as functions taking a *Builder as the first
parameter. context.Context is instead the first parameter on
those functions.

This change propagates context into PackagesForErrors and Do for
the purpose of tracing, and calls trace.StartSpan on PackagesForErrors
and Do, so that the trace now shows the broad outline of where
the "Loading" and "Execution" phases are in the build.

EnvForDir does not immediately evoke “append”, and thus may not prompt
the reader to consider the possibility of aliasing bugs (as in
issue #38077). To make this behavior more obvious at the call site, rename
cmd/go/internal/base.EnvForDir to AppendPWD and swap the order of
arguments to a conventional “append” function (similar to those in the
strconv package).

Appending to a global slice is only safe if its length is already
equal to its capacity. That property is not guaranteed for slices in
general, and empirically does not hold for this one.
This is a minimal fix to make it easier to backport.
A more robust cleanup of the base.EnvForDir function will be sent in a
subsequent CL.

'go test -json' should report that a test failed if the test binary
did not exit normally with status 0. This covers panics, non-zero
exits, and abnormal terminations.
These tests don't print a final result when run with -test.v (which is
used by 'go test -json'). The final result should be "PASS" or "FAIL"
on a line by itself. 'go test' prints "FAIL" in this case, but
includes error information.
test2json was changed in CL 192104 to report that a test passed if it
does not report a final status. This caused 'go test -json' to report
that a test passed after a panic or non-zero exit.
With this change, test2json treats "FAIL" with error information the
same as "FAIL" on a line by itself. This is intended to be a minimal
fix for backporting, but it will likely be replaced by a complete
solution for #29062.

This removes much of the complexity of the implementation and use of
the cmd/go/internal/cmdflag package, and makes the behavior of GOFLAGS
in 'go test' and 'go vet' more consistent with other subcommands.
Some of the complexity reduction has been offset by code comments and
bug fixes, particularly for the handling of GOPATH arguments and flag
terminators ('--').

For example, if a test calls os.Exit(0), that could trick a 'go test'
run into not running some of the other tests, and thinking that they all
succeeded. This can easily go unnoticed and cause developers headaches.
Add a simple sanity check as part of 'go test': if the test binary
succeeds and doesn't print anything, we should error, as something
clearly went very wrong.
This is done by inspecting each of the stdout writes from the spawned
process, since we don't want to read the entirety of the output into a
buffer. We need to introduce a "buffered" bool var, as there's now an
io.Writer layer between cmd.Stdout and &buf.
A few TestMain funcs in the standard library needed fixing, as they
returned without printing anything as a means to skip testing the entire
package. For that purpose add testenv.MainMust, which prints a warning
and prints SKIP, similar to when -run matches no tests.
Finally, add tests for both os.Exit(0) and os.Exit(1), both as part of
TestMain and as part of a single test, and test that the various stdout
modes still do the right thing.

In the local package build process, when -o is pointing to an existing folder, the object
the filename is generated from files listed on the command line like when the -o is
not pointing to a folder instead of using the `importPath` that is going to be `command-line-arguments`

Now that the main tree complies with 'go vet', enable all vet checks
during 'go test' in the main tree. This helps surface helpful errors
while developing, instead of having to wait for the misc-vet-vetall builder.
During 'go test', the additional vet checks are essentially free:
the vet invocations themselves take only 8 seconds total for the entire tree.
Also update buildall.bash (used by the misc-compile builders)
to run 'go vet std cmd' for each GOOS/GOARCH pair.
This is not as free, since in general it can require recompiling
packages with their tests included before invoking vet.
(That compilation was going on anyway in the 'go test' case.)
On my Mac laptop, ./buildall.bash freebsd used to take
68+16+17+18 = 119 seconds for make.bash and then
the builds of the three freebsd architectures.
Now it takes 68+16+23+17+23+18+24 = 189 seconds, 60% longer.
Some of this is spent doing unnecessary cgo work.
Still, this lets us shard the vet checks and match all.bash.

In CL 173722, we moved the flag registration in the testing package into
an Init function. In order to avoid needing changes to user code, we
called Init automatically as part of testing.MainStart.
However, that isn't early enough if flag.Parse is called before the
tests run, as part of package initialization.
Fix this by injecting a bit of code to call testing.Init into test
packages. This runs before any other initialization code in the user's
test package, so testing.Init will be called before any user code can
call flag.Parse.

LoadPackage was used to load a *load.Package for a command line
argument, after pattern expansion. It provided two special cases on
top of LoadImport. First, it ensured that "cmd/" packages in GOROOT
were installed in "$GOROOT/bin" or "$GOROOT/pkg/tool". Second, it
translated absolute paths to packages in GOROOT and GOPATH into
regular import paths.
With this change, LoadImport now ensures "cmd/" packages have the
right Target (without the need for a special case) and
search.ImportPaths translates absolute paths.
LoadPackage no longer handles these special cases and has been renamed
to LoadImportWithFlags, since it's still useful for loading implicit
dependencies.

This change is a re-apply of the reverted CL 140863 with changes to
address issue #30821. Specifically, path.Split continues to be used
to split the '/'-separated import path, rather than filepath.Split.
Document the algorithm for how the default executable name is determined
in DefaultExecName.
Rename a variable returned from os.Stat from bs to fi for consistency.
CL 140863 factored out the logic to determine the default executable
name from the Package.load method into a DefaultExecName function,
and started using it in more places to avoid having to re-implement
the logic everywhere it's needed. Most previous callers already computed
the default executable name based on the import path. The load.Package
method, before CL 140863, was the exception, in that it used the p.Dir
value in GOPATH mode instead. There was a NOTE(rsc) comment that it
should be equivalent to use import path, but it was too late in Go 1.11
cycle to risk implementing that change.
This is part 1, a more conservative change for backporting to Go 1.12.2,
and it keeps the original behavior of splitting on p.Dir in GOPATH mode.
Part 2 will address the NOTE(rsc) comment and modify behavior in
Package.load to always use DefaultExecName which splits the import path
rather than directory. It is intended to be included in Go 1.13.
