Before this change, we were arbitrarily picking a module to get the Go
version from in calls to modFileGoVersion. We now pass in the modFile to
modFileGoVersion when we have the file. Most of the calls were to get
the goVersion argument for commitRequirements, so now we have
commitRequirements call modFileGoVersion on the modFile directly
One of the calls to commitRequirements (when running go mod tidy with
a different Go version) passed in a new go version to update the file
to. Now, the modFile is updated before calling commitRequirements.
For the remaining cases of modFileGoVersion, it's replaced by a call to
the new (*MainModuleSet).GoVersion function, which either returns the go
version on the workspace file (in workspace mode) or the version of the
single go.mod file.

This change replaces the Target variable that represents the main module
and the pathPrefix and inGorootSrc which provide other information about
the main module with a single MainModules value that represents multiple
main modules and holds their path prefixes, module roots, and whether
they are in GOROOT/src. In cases where the code checks Target or its
previously associated variables, the code now checks or iterates over
MainModules. In some cases, the code still assumes a single main module
by calling MainModules.MustGetSingleMainModule. Some of those cases are
correct: for instance, there is always only one main module for
mod=vendor. Other cases are accompanied with TODOs and will have to be
fixed in future CLs to properly support multiple main modules.
This CL (and other cls on top of it) are planned to be checked into a
branch to allow for those evaluating the workspaces proposal to try it
hands on.

This change adds two possible upgrade paths for lazy loading:
1. Run 'go mod tidy -go=1.17'.
2. Starting in a module with no existing 'go' directive,
run any 'go' command that updates the go.mod file.
In the latter case, commands other than 'go mod tidy'
may leave the go.mod file *very* untidy if it had non-trivial
dependencies. (The 'go' invocation will promote all
implicit eager dependencies to explicit lazy ones,
which preserves the original module graph — most of which is
not actually relevant.)
'go mod tidy -go=1.17' can be used to enable lazy loading without
accidentally downgrading existing transitive dependencies.
'go mod tidy -go=1.16' can be used to disable lazy loading and clear
away redundant roots in a single step (if reducing the go version), or
to prune away dependencies of tests-of-external-tests (if increasing
the go version).
'go mod tidy -go=1.15' can be used to add dependencies of
tests-of-external-tests, although there isn't much point to that.

This change still needs an explicit test and a release note.

A module is deprecated if its author adds a comment containing a
paragraph starting with "Deprecated:" to its go.mod file. The comment
must appear immediately before the "module" directive or as a suffix
on the same line. The deprecation message runs from just after
"Deprecated:" to the end of the paragraph. This is implemented in
CL 301089.
'go list -m -u' loads deprecation messages from the latest version of
each module, not considering retractions (i.e., deprecations and
retractions are loaded from the same version). By default, deprecated
modules are printed with a "(deprecated)" suffix. The full deprecation
message is available in the -f and -json output.
'go get' prints deprecation warnings for modules named on the command
line. It also prints warnings for modules needed to build packages
named on the command line if those modules are direct dependencies of
the main module.

Instead of accepting bool flags, ListModules now accepts ListMode, a
set of bit flags.
Four flags are defined. listRetracted is split into ListRetracted and
ListRetractedVersion to avoid ambiguity with -u, -retracted, and
-versions.

This is intended to be a pure-refactoring change, with very little
observable change in the behavior of the 'go' command. A few error
messages have prefixes changed (by virtue of being attached to
packages or modules instead of the build list overall), and
'go list -m' (without arguments) no longer loads the complete module
graph in order to provide the name of the (local) main module.
The previous modload.buildList variable contained a flattened build
list, from which the go.mod file was reconstructed using various
heuristics and metadata cobbled together from the original go.mod
file, the package loader (which was occasionally constructed without
actually loading packages, for the sole purpose of populating
otherwise-unrelated metadata!), and the updated build list.
This change replaces that variable with a new package-level variable,
named "requirements". The new variable is structured to match the
structure of the go.mod file: it explicitly specifies the roots of the
module graph, from which the complete module graph and complete build
list can be reconstructed (and cached) on demand. Similarly, the
"direct" markings on the go.mod requirements are now stored alongside
the requirements themselves, rather than side-channeled through the
loader.
The requirements are now plumbed explicitly though the modload
package, with accesses to the package-level variable occurring only
within top-level exported functions. The structured requirements are
logically immutable, so a new copy of the requirements is constructed
whenever the requirements are changed, substantially reducing implicit
communication-by-sharing in the package.

implicitly resolved "latest", but also (erroneously) forgot to apply
exclusions and retractions for it. But there is really no need to
resolve "latest" in this case at all — now we omit the version from
the reported module info entirely.

With lazy loading, the “build list” can be refined as packages are loaded.
Rename functions that return the build list to more precisely describe
the set of modules returned by the call.
Also eliminate a redundant call to LoadBuildList (right before
ListModules, which itself begins with the same call).

The -retracted flag causes 'go list' to load information about
retracted module module versions.
When -retracted is used with -f or -json, the Retracted field is set
to a string containing the reason for the retraction on retracted
module versions. The string is based on comments on the retract
directive. This field is also populated when the -u flag is used.
When -retracted is used with -versions, retracted versions are shown.
Normally, they are omitted.

The go command now recognizes 'retract' directives in go.mod. A
retract directive may be used by a module author to indicate a
version should not be used. The go command will not automatically
upgrade to a retracted version. Retracted versions will not be
considered when resolving version queries like "latest" that don't
refer to a specific version.
Internally, when the go command resolves a version query, it will find
the highest release version (or pre-release if no release is
available), then it will load retractions from the go.mod file for
that version. Comments on retractions are treated as a rationale and
may appear in error messages. Retractions are only loaded when a query
is resolved, so this should have no impact on performance for most
builds, except when go.mod is incomplete.

Query and other functions now accept an "allowed" function that
returns an error (previously, the function returned a bool). If the
error is equivalent to ErrDisallowed, it indicates the version is
excluded (or, in a future CL, retracted). This provides predicates a
chance to explain why a version is not allowed.
When a query refers to a specific revision (by version, branch, tag,
or commit name), most callers will not use the Allowed predicate. This
allows commands like 'go list -m' and 'go mod download' to handle
disallowed versions when explicitly requested. 'go get' will reject
excluded versions though.
When a query does not refer to a specific revision (for example,
"latest"), disallowed versions will not be considered.
When an "allowed" predicate returns an error not equivalent to
ErrDisallowed, it may be ignored or returned, depending on the
case. This never happens for excluded versions, but it may happen for
retractions (in a future CL). This indicates a list of retractions
could not be loaded. This frequently happens when offline, and it
shouldn't cause a fatal or warning in most cases.

necessary to add context to modfetch.Download and pkg.LoadImport.
This was done by adding context to their callers, and then
adding context to all call-sites, and then repeating adding
context to callers of those enclosing functions and their
callers until none were left. In some cases the call graph expansion
was pruned by using context.TODOs.
The next CL will add a span to Download. I kept it out of this
change to avoid making it any larger (and harder to review)
than it needs to be.

par.Work is used in a number of places as a parallel
work queue. This change replaces it with goroutines
and channels in a number of simpler places where it's
used.
This is the same CL as golang.org/cl/240062 and golang.org/cl/248326
except for the following changes in convert.go (all line numbers
from this CL), as well as fixing up imports in download.go:
- On line 44, the "*" before modules.Versions is removed (we were
trying to assign to a nil value on lines 72 and 73).
- Line 64 is new, and ensures that we receive on the semaphore
channel once the goroutine function exits. (The previous versions
of this CL only received at the end of the function, ignoring
the return point in the branch in the middle of the function.)
- The semaphore channel receive right before line 74 is gone,
replaced with the deferred receive above.
- The if block at line 83 is new, accounting for cases where
modfetch.ImportRepoRev returned an error in the goroutine,
so that versions[i] is ignored.

Previously, we just reported an error for "all". Now we report an
error for any pattern that matches modules in the build list. The
build list can only contain the module "command-line-arguments", so
these patterns are not meaningful.

I had prohibited 'go list -m' with -mod=vendor because the module
graph is incomplete, but I've realized that many queries do not
actually require the full graph — and may, in fact, be driven using
modules previously reported by 'go list' for specific, vendored
packages. Queries for those modules should succeed.

modload.ListModules now wraps errors as module.ModuleError as
appropriate. The resulting errors always include the module path and
will include the version, if known.
'go mod download' no longer ignores errors reported by ListModules.
Previously, it started requesting module info, go.mod, and zip. Those
requests would fail, overwriting the original failure. They were
usually less descriptive.
'go mod download' with a module not in the build list (and no version
query) is now an error. Previously, this was silently ignored.

Currently, 'go get -u' and 'go get -u=patch' avoid accidentally
downgrading modules by preventing upgrades in two cases:
1) If the current version is a prerelease that is semantically later
than the "latest" or "patch" version.
2) If the current version is a pseudoversion that is chronologically
newer than the "latest" or "patch" version.
With this change, 'go get m@latest' and 'go get m@patch' prevent
downgrades using the same checks.
Also: 'go get m@patch' now works if m is a module path but not a
package path (i.e., there is no package in the module root directory).

This is as minimal a change as I could comfortably make to enable 'go
get' outside of a module for 1.12.
In general, commands invoked in module mode while outside of a module
operate as though they are in a module with an initially-empty go.mod
file. ('go env GOMOD' reports os.DevNull.)
Commands that operate on the current directory (such as 'go list' and
'go get -u' without arguments) fail: without a module definition, we
don't know the package path. Likewise, commands whose sole purpose is
to write files within the main module (such as 'go mod edit' and 'go
mod vendor') fail, since we don't know where to write their output.
Since the go.sum file for the main module is authoritative, we do not
check go.sum files when operating outside of a module. I plan to
revisit that when the tree opens for 1.13.
We may also want to revisit the behavior of 'go list': it would be
useful to be able to query individual packages (and dependencies of
those packages) within versioned modules, but today we only allow
versioned paths in conjunction with the '-m' flag.

This CL corresponds to CL 123361, the final manual CL in that repo,
