cmd/compile: reuse liveness structures

Currently liveness analysis is a significant source of allocations in
the compiler. This CL mitigates this by moving the main sources of
allocation to the ssa.Cache, allowing them to be reused between
different liveness runs.

Passes toolstash -cmp.
